This publication is an EB-5 consumer targeted publication which will list all currently active United States EB-5 Regional Centers and serve as a guide and directory for foreign EB-5 agents and prospective investors alike. The major goal of this effort is to increase our clients’ visibility overseas and advertise their regional center’s project by placing effective advertising directly in the hands of effective foreign EB-5 agents as well as investors seeking EB-5 knowledge and the proper investment to implement their funds in an effort to migrate to the United States of America. This directory will be published on hard cover to mitigate the element of being handled as a pamphlet or brochure in an effort to increase tangible value and eliminate an instance of it being discarded. We are offering interested regional centers to reserve advertising space and utilize this effort to further maximize their visibility abroad. Advertising space is available in 2 Page, 4 Page and 6 Page formats. Advertisements will be created and printed in full color process ink and will measure the full size of the actual publication: 7" Width by 9 1/2" Height.
Article content included in the publication will offer important EB-5 knowledge related to the process and U.S. immigration via EB-5 investment. We have invited the top EB-5 attorneys in the United States to contribute articles and have confirmed Angelo Papparelli, Jose Latour, David Hirson and Robert Loughran to write content.
This publication will be distributed in China, India, Dubai and the United States and will be published in Mandarin, Farsi and English languages. 2,500 total units are guaranteed to be disbursed to EB-5 agents and prospective investors overseas as well as the United States. We will be reserving limited advertising space in order to lessen the element of competition for our clients.
David Hirson has 30 years of experience in the practice of immigration law. He co-manages Fragomen's Irvine office and is the partner-in-charge of Fragomen's Consular Practice, which facilitates the processing of U.S. nonimmigrant and immigrant visa applications filed at U.S. Consulates and Embassies worldwide. He has been certified as a Specialist in Immigration and Nationality Law by the State Bar of California, Board of Legal Specialization for 20 years. He has been involved in the EB-5 program since it came into existence in 1990. In 1991, Mr. Hirson personally prepared and filed one of the very first EB-5 cases with the INS (now USCIS). The case was approved. He has filed petitions on behalf of both regional centers and individuals and argued appeals at the Administrative Appeals Office (AAO), at which he had four cases approved after they were denied by the INS/USCIS and certified to the appeal unit. Mr. Hirson has written extensively on EB-5 and has lectured on the topic around the globe.
Jose Latour immediately upon graduating law school, was appointed to the U.S. Foreign Service by the late President Ronald Reagan. He served as a US Diplomat and Consular Officer in Mexico and Equatorial Guinea, West Africa. He began private law practice in the US in 1990, initially in the area of international real estate law, concentrating on land registration and title issues in Central America and the Caribbean. Subsequently, his focus became business US immigration law, international trade, and consular law. The firm's Florida law business rapidly expanded, resulting in the opening branch offices in Washington, D.C., Manila, Philippines, and Hong Kong. In 2003, Attorney Jose Latour sold his US immigration practice to his business partner. Mr. Latour, who received the highest possible A/V peer rating by Martindale-Hubble shortly after beginning private practice (and which he has continuously preserved), has long embraced technology in developing new ways to assist his national and international clients; he pioneered the concept of Internet-based delivery of legal services in the 1990s, providing direct client case management online. His daily Web column, Port of Entry, had over 30,000 daily readers in its prime. Mr. Latour has received a number of awards and distinctions for his innovative Web-based approach to law from organizations including Inc. Magazine, Florida Trend Magazine, and Cisco Systems.
Robert Loughran heads the Emigration and Employer Sanctions practice areas of the firm FosterQuan, LLP. He has written articles on Maintenance of Status, the competitive advantage of Mexican maquiladoras, and the United States' reliance on foreign technical brainpower. His practice is concentrated in the areas of corporate immigration, emigration to third countries, and related international law. He presents frequently before legal, professional, and academic organizations on the topics of U.S. and foreign work authorization, employer sanctions, maintenance of status, and changes in government proceedings.
Angelo Paparelli is a partner of Seyfarth Shaw LLP. Practicing bi-coastally from offices in Los Angeles and New York City, he is well known for providing creative solutions to complex and straightforward immigration law problems, especially involving EB-5 Regional Centers, investor visas, mergers and acquisitions, and employer compliance and defense in immigration matters. His practice areas include EB-5 and E-2 investor visas; legislative advocacy; U.S. and foreign work visas and permanent residence for executives, managers, scientists, scholars, entrepreneurs, professionals, students and visitors; immigration messaging and speech-writing; corporate policy formulation; and immigration litigation before administrative agencies and the federal courts. He is also the Founder and immediate past President of the Alliance of Business Immigration Lawyers, a 40+ law firm global consortium of leading immigration practitioners. He is an alumnus of the University of Michigan where he earned his B.A., and of Wayne State University Law School where he earned his J.D. Paparelli is admitted to the state bars of California, Michigan and New York. He co-edited The Immigration Compliance Book, a comprehensive reference book on worksite enforcement and E-Verify.
