                     EXECUTIVE COMMUNICATIONS, ETC.

  Under clause 8 of rule XII, executive communications were taken from 
the Speaker's table and referred as follows:

      
       10886. A letter from the Director, Policy Directives and 
     Instructions Branch, Immigration and Naturalization Service, 
     Department of Justice, transmitting the Department's final 
     rule--Habitual Residence in the Territories and Possessions 
     of the United States (RIN: 1115-AE61) received September 20, 
     2000, pursuant to 5 U.S.C. 801(a)(1)(A); to the Committee on
