To amend the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to authorize the appropriation of funds for the program to collect information relating to nonimmigrant foreign students and to provide for a GAO review of such program.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Foreign Student Database Funding Act of 2001'.

SEC. 2. FUNDING OF PROGRAM TO COLLECT INFORMATION RELATING TO NONIMMIGRANT FOREIGN STUDENTS AND OTHER EXCHANGE PROGRAM PARTICIPANTS.

(a) FUNDING- Section 641(e) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 is amended to read as follows:

`(e) AUTHORIZATION OF APPROPRIATIONS- There are authorized to be appropriated such sums as may be necessary to carry out this section.'.

(b) REVIEW AND REPORT- Not later than 1 year after the date of the enactment of this Act, the General Accounting Office shall conduct a review of the operation of the program. Not later than 60 days after completion of such review, the Comptroller General shall submit a report of the findings of such review to the Congress.

(c) CONFORMING AMENDMENT- Section 641(g) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 is amended--

(1) by striking paragraph (2);

(2) by striking `(1) EXPANSION OF PROGRAM- '; and

(3) by redesignating subparagraphs (A) and (B) as paragraphs (1) and (2), respectively.
