Naturalization receipts in November 2001 increased 99 percent and denials were down 51 percent when compared to November 2000. During the first two months of fiscal year 2002, 66,779 applicants for naturalization took the oath of citizenship, a decrease of 9 percent compared to the first two months of fiscal year 2001.

¹October 1999 started a new data series based on unadjusted receipts and pending. MSR reports prior to October 1999showed Adjusted Receipts and Pending. The N-400 direct mail program eliminated the need for theseadjustments.

² Receipts and Pending do not reflect an estimated 5,735 N-400s filed but not data entered.

The INS conducted a labor-intensive audit during the first two weeks of October, which reduced the amount of time available to process applications. The rebound in November receipts reflects a post-audit resumption of application processing for cases that had been received in the mail, but not entered into the INS case tracking system.

The number of pending cases decreased 15 percent compared to one year ago. Nevertheless, pending cases have increased for September, October, and November.

November 2000 naturalization approvals/oaths increased by 16,822 compared to October 2000. The same comparison for November 2001 showed an increase of 11,509.
