A Note from the Editors:
According to the Washington Post, National Guard Agents are to be assigned to assist the Border Patrol to strengthen security along the northern border. Canadian intelligence officials estimate that about 50 terrorist groups operate from Canada, and it was the key staging point for alleged associates of Osama bin Laden who had planned to bomb Los Angeles International Airport and other targets during the 2000 millennium celebrations. S. 1749 introduced by Senator Kennedy and others demonstrates that security along our northern border is a matter of concern in all branches of government. According to a recent article in the New Jersey Star Ledger, a major threat to our security is not individuals, but cargo entering our ports [and train depots]. A terrorist trying to introduce a weapon into a heavily populated area would have a much better chance of success by concealing a "dirty" nuclear weapon or other weapon of mass destruction in cargo than carrying it personally across a boarder because, as the Star Ledger articles note, even after the events of September 11 only one half of the cargo entering New York harbor is inspected. Border security is not synonymous with restricting immigration and delaying the millions of travelers who enter this country for legitimate business and personal reasons. The only real solution is to eradicate the evil of terrorism at its source.
