A Note from the Editors:

Often questions have been raised about legitimacy of foreign H-1B worker hires in the IT industry. Was there really a shortage? Did the foreign workers displace American workers? Did these foreign workers actually possess the skills wanted by companies. Did not these foreign workers work at a lower pay? An article in Computerworld, 'Emotions run hot on H-1Bs' presents both sides of the story.

Jeff Joerress, Chairman and CEO of Manpower Inc., an $11.8 billion staffing services company that counts among its clients 98 of the Fortune 100 companies, expresses his view in an interview. Inspite of the recent IT industry collapse, he says that the hiring will continue at a smaller scale. Foreign workers beside being more mobile, bring a bigger pool of skills to choose from.

The National Immigration Forum, in a detailed backgrounder on the Department of Justice's idea of having local police enforce immigration, says that this reversal of long-standing federal policy is likely to backfire.

George Bush: Immigration Radical
Gary Endelman writes that "conservatism" is a mental state, not a political state, and that viewed in this light, George Bush is a radical on immigration issues. He argues that a return of 245(i) is inevitable, and that America should take the radical step of getting rid of employer sanctions because the sanctions regime gives us the illusion that something is being done about undocumented immigration. He analyzes a poll conducted for the New Democrat Network and concludes that its findings show that President Bush has a historic opportunity to reshape the GOP.

Deported German Wants To Return To Dying Wife
The Billings Outpost reports on a German immigrant who was "a Billings resident for 19 years, was deported last June to his native Germany despite his marriage to an American citizen. Now his wife ... has contracted lung cancer and may have only a few months to live."

The Philadelphia Inquirer reports "growing numbers of homes are being built with the muscle and sweat of immigrants."

Greg Siskind and Amy Ballentine write about P-1, P-2 and P-3 visas.

Psychologist Says Immigration Laws Cause Suicides
The Washington Times quotes a psychologist saying of the immigration laws "it is Kafkaesque because it is impossible to find out all the procedures and rules. Everybody has INS problems. It is impossible not to have them because the system is so broken. I think there have been many suicides because people could not figure out how to be in compliance with the rules."

DOL Proposes New Labor Certification System
Cyrus D. Mehta points out that a "worrying aspect of the [DOL's] proposed rule is that it would eliminate alternative requirements as a means of qualifying for the job opportunity."

Dear Editor:

Speaking of immigration, some people in the U.S. don't seem to realize that they ALSO live in this country. Sort of "coockoo liberals" I guess. They think that living somewhere in Oregon, Washington, or Martha's Vineyard would save them from terrorist's attacks. I'd suggest them to read more and travel more around the world. Perhaps then they may understand something. I'm afraid if not, then they are simply stubborn naives. Well, the real world is a bit different then. Other possibility is that they may be another type of politicians struggling to profit for their own: either votes from "Latino communities" - the major offence group, or something worse like bribery, favors etc.

This is ridiculous to have an open borders, speaking of U.S.A. Any country has to protect it's borders and it's people first. The Government has to. Not farmers and residents from Texas or Arizona. Afterall it may be possible to hold liberal discussions, like they do at college campuses, fancy intellectual TV shows etc. It is dangerous to be "politically correct" when it's a matter of national security. Learn it, people as we have learnt in NYC. Go to NYC and ask a person, who lost the loved one at WTC, about immigration, borders, etc. Guess we know the answer. Does the U.S.A need more people, loosing their loved ones, because of insecure borders, mess with the illegals, etc?

HONEST PEOPLE ONLY BENEFIT FROM STRONG IMMIGRATION CONTROL.

Everyone in America will benefit from having safe streets, free-of-drugs cities, less crime, and wealth, we're spending now trying to control illegals, or even educating them how to speak English!!! Legalize illegals? Then what about legal immigrants, who paid their bills to come here? Is it fair? Everyone is equal against the law. Everyone HAS to respect the law.

There is no need to have signes in public offices in Spanish, Albanian, Ukrainian etc. The official language of U.S.A is ENGLISH. The law of this country is the Constitution. The President of U.S.A is Mr.George W. Bush not a Vincent Fox or whoever. It's their obligation tp learn how to adjust themselves. It's their obligation to learn the language, to read about the law etc. and to respect it indeed. Otherwise, who welcomed them? Nobody.

I am glad that there are Americans like Bob (refer to Bob's letter) in the United States. Americans that fight for our right to be free of Russian women that want to marry just to stay here. I am glad that he did not marry and g-d forbid mix genetic material. One only knows what would have happened. Well, I guess you are a good judge of character and knew that this girl only wanted you for your green card. Keep up the good work.

I have been getting your newsletter for some time. It's just so informative and easy to read.It sems the politicians really don't know which way to go to stop these b------ terrorists getting in. Sadly, there are probably enough already in place, same as in London, to do massive damage.
