Congress In Session
Congress is in session and one of the most important tasks is to complete the appropriations bill which provides the money the government needs to function. Ideally, all appropriations bills should be completed before the beginning of a new fiscal year. However, it has become increasingly common for the government to not meet its fiscal year, October 1 deadline. In order to avoid a government shutdown, Congress combines several individual appropriations bills on a variety of different topics into a single omnibus bill to enact its agenda.
The omnibus bill will likely include an H-1B visa cap exemption for foreign graduates of US colleges and universities with advanced (Masters and Phd) degrees in the omnibus spending bill. However, anything can happen during this legislative process, as advocates and opponents of this controversial provision flood Congress to voice their position on the issue. Since the whole DV entry has been converted to electronic process, it seems that it would be nice if the Kentucky Consular Center will post all the selected applicants' receipt numbers in order and then send appointment letters to selected applicants four to six weeks before the scheduled interviews with U.S. consular officers at overseas posts. Sometimes selected applicants do not receive appointment letters for one reason or another. This way, selected applicants will not be deprived due to some uncontrollable error. Also, this will give them the liberty to travel without having to wait to receive the letters and additional time to prepare from where ever they are at.
