The Iran - United States Claims Tribunal decision (appearing on Jay Smith's website, a George Washington University assistant professor of political science and international affairs), shows that the US Government has taken a definition of "national" in the case of dual nationals that is expressly contrary to the position the government took in their Special Registration regulations.
