PERM Chief Leaves
Foreign Labor Certification Division Chief William L. Carlson will no longer oversee that Division effective October 1, 2005. Office of National Programs Administrator John R. Beverly (Mr. Carlson's current boss) will assume full responsibility for the Foreign Labor Certification programs. PERM has suffered a number of teething problems, e.g. initially, cranking out a 100% denial rate followed by a reversal approving nearly 100% of those denied. The only thing that remains a constant about PERM is its emphasis on employer registration which some believe is an APA violation and that employers who are not tech savvy have the right to choose an attorney to represent them. What does Mr. Carlson's departure portend for PERM system users? PERM will likely continue to have a rocky path ahead. Those attorneys who were hoping to wait for stability before applying will surely be disappointed.

The Office of Public Affairs of the DOL issued a press release stating that Foreign Labor Certification Division Chief William L. Carlson will leave on October 1, 2005 to assume the Regional Administrator position in Boston.

rights of insular minorities. The Center initiates and conducts major class action
litigation, often involving constitutional law issues. The program also
operates community-based and international human rights projects. The Center seeks a Supervising Attorney (SA) for its Voces Unidas Project which provides essential social and legal services to abused Mexican national survivors of domestic violence. The SA will oversee development and implementation of a national training program on rights of immigrant survivors of domestic violence living in the US, as well as provide technical support and assistance to pro bono attorneys. Dear Editor:
It is my recollection that Representative Dana Rohrbacher's position on a last request to see his mother from a dying undocumented man from El Salvador was essentially: 'He should go home and die there'. The anti-immigrants are not humanitarians. The Salvadoran got his wish, his mother visited him at Hoag Hospital in Newport Beach, shortly before he succumbed. Representative Rohrbacher did not succeed to thwart a reasonable last request of a dying human being in that case. It only makes me wonder what the real incentive was for Representative Smith (8/1/05 ID comment).

Unfortunately, Rep. Tancredo's remark was bound to whip up a storm (7/28/05 ID comment). A better answer would have been to ask the Muslim leadership in this country, "Do you think the United States should retaliate if a Muslim terrorist succeeds in destroying an important national symbol, such as the Capitol or the White House?" And if so, "What do you recommend the United States do in retaliation?"
