Dear Editor:
Here's one big reason why PERM is about to happen soon: (1) President Bush's proposed H4A (guest worker program) is heavily dependent on the fast labor certification capabillity of the PERM process (2) President Bush promised the H4A to hispanic voters who voted en masse for him (3) President Bush can't run in 2008, but Jeb Bush can (who has an equally pro-Hispanic vote-bloc) (4) If the President fails to deliver the guest worker program Jeb Bush might as well forget 2008 (5) President Bush has 1 year to ram through the guest worker program and 1 year to get the regulations in place (after that he's a lame duck) -that will also give him two years to allow the US general public to forget the bad publicity of this which is inevitable. Bottom line, PERM is just a vehicle to enable the guest worker program which is something Bush proposed long ago, has a solid foundation to get implemention.
