Dear Editor:
I, and I imagine other immigration lawyers who are totally confounded by the upcoming PERM, have one burning question. Should we file Labor Certifications with the state employment agencies now in order to, as you said in your recent editorial, "get in under the wire before PERM is published", or should we wait for PERM? Can any immigration lawyer out there please clarify this important procedural issue in a nutshell?
