The information contained in the application and supporting documents submitted by an alien shall not be released in any form whatsoever to a [[Page 551]] third party requester without a court order, or the written consent of the alien. For the purpose of this provision, a third party requester means any requester other than the alien, his or her authorized representative, an officer of the Department of Justice, or any federal or State law enforcement agency.
