Sec. 1773. Statutory construction

    Nothing in this chapter shall be construed to impose requirements 
that are inconsistent with the North American Free Trade Agreement or to 
require additional documents for aliens for whom documentary 
requirements are waived under section 1182(d)(4)(B) of this title.
