The regulations regarding J-1 clinical waivers filed with state departments of public health, including the regulations governing "extenuating circumstances" H1B petitions filed on behalf of physicians who have not yet completed three years of service with the employer named in the waiver application, are found at 8.C.F.R. § 212.7(c)(9).
