In other words, is no reason being provided for the denials, and if so, how does one challenge a denial on appeal without identification of the issues? Answer by Ron Klasko: Written decisions with reasons for denial are being issued. But the statement of reasons will be preceded by a summary denial with explanation to follow. The explanation may only cite the part of the rule which was not complied with and may not describe how the rule was not met with specificity.
