Included within the site is information about INS' EEO policies, contacts, programs, activities and efforts. The Office of EEO is responsible for directing and integrating the application of the Civil Rights Act of 1964, as amended, as well as other applicable non-discrimination complaint systems and affirmative employment programs. The mission of the Office of EEO is to ensure that the rights of employees and applicants are protected and that the agency promotes a proactive equal employment opportunity program, to ensure that INS' goal of an ethnically diverse workplace is achieved.




Overview of INS' Equal Employment Opportunity Program


It is the policy of the Immigration and Naturalization Service (INS) to ensure that applicants and employees are treated in a non-discriminatory manner in compliance with established laws, regulations and executive orders. The INS must promote a culturally diverse workforce, a work environment which allows all employees equal opportunity to achieve their full potential, and to incorporate Equal Employment Opportunity (EEO) principles into the Service's mission and value systems.

It is also the policy of the INS that all entities work together to attain, for all employees, a viable and diverse work environment free from discrimination. To ensure compliance, the INS collects, prepares, and safeguards statistics concerning race, national origin, sex and data on individuals with disabilities. In addition, the INS periodically evaluates its EEO program activities.

Vision and Goals of the Office of Equal Employment Opportunity

The Vision of the Office is to lead the INS, through excellence and innovation, toward our future of unity, opportunity and diversity.

The goals of the Office of Equal Employment Opportunity are to:
· provide consistent quality,
· improve the EEO complaint process,
· improve INS employee EEO training,
· enhance the EEO communication process,
· become a leader in employment of individuals with disabilities, and
· read, implement, and be held accountable for affirmative employment plans.

The Director of the Office of Equal Employment Opportunity is D. Diane Weaver. EEO offices are located at INS Headquarters in Washington D.C. and in each of INS' three regions. Locations are as follows:

Affirmative Employment
Program for Women, Minorities and Individuals with Disabilities

It is the policy of the Immigration and Naturalization Service (INS) to take affirmative action to overcome the effects of past and present discriminatory practices or other barriers to equal employment opportunity for women, minorities, and individuals with disabilities.



EEO Complaint Processing

It is the policy of the Immigration and Naturalization Service (INS) to resolve all EEO complaints, both formal and informal, in a timely and just manner.



Special Emphasis Programs

It is the policy of the Immigration and Naturalization Service (INS) to provide reasonable accommodation and ensure equal employment opportunity in the hiring, advancement, training, and treatment of all protected groups. It is also the policy of INS to strive to achieve a work force in which all minority groups, women and individuals with disabilities are represented in every major organizational element, occupational category, and grade level commensurate with their representation in the relevant civilian work force.


Special Ethnic Observations

It is the policy of the Immigration and Naturalization Service to hold special ethnic observances designed to enhance cross-cultural awareness, and promote harmony among all employees.


EEO Committees

It is the policy of the Immigration and Naturalization Service (INS) to ensure that EEO Committees are established and maintained to assist managers and supervisors in the development and implementation of an effective EEO program.


Removal of Architectural Barriers from Facilities

It is the policy of the Immigration and Naturalization Service (INS) to ensure that facilities, programs and activities are accessible to all applicants and employees in compliance with established laws, regulations, and executive orders. It is also the policy of the INS to promote a work environment that allows all employees equal opportunity to achieve their full potential by promoting reasonable accommodations and barrier-free design.


Sexual Harassment

Sexual harassment, is the deliberate, unsolicited and unwelcome verbal comment, gesture, or physical contact of a sexual nature. An employee who deliberately uses sexually coercive behavior to control, influence or interfere with the career, pay or job of another person in exchange for sexual favors is engaging in sexual harassment. This also includes deliberate, repeated offensive comments, gestures or physical contact of a sexual nature in the workplace or work-related environment. Any employee who engages in such conduct will be subject to appropriate disciplinary action. Supervisors who either condone, or fail to act to correct such inappropriate conduct brought to their attention, also will be subject to disciplinary action. The INS has no room for this unprofessional type of behavior.

 

Applicability of EEO Policies to Employees in Foreign Countries

It is the policy of the Immigration and Naturalization Service (INS) that the statutes prohibiting discrimination in Federal employment, insofar as they are unaffected by treaty obligations, apply to INS employees working in overseas locations. The INS also ensures that there is no possibility of conflict with foreign laws.
