Although I am bilingual and speak sufficient conversational Spanish, I was completely unprepared for what awaited me there. I had my fiance borrow money to take the bus from Comala to meet me there in Juarez on Tuesday morning for the physical. Even though I received the paperwork for and brought all paperwork necessary for this interview, we were denied the visa and he was barred from entry for 3 years. All was going well, my fiance brought his police report stating he has no criminal charges against him that his record was clean, he also brought a doctors statement from his hometown clinic and the doctors signature stating his outstanding health and updated shot record which he had to receive immunizations all week before the time I scheduled off to take all my paperwork and so that we would travel home together. Wednesday morning we walked together to the CLINICA MEDICA INTERNACIONAL Where I paid for the examination, we later returned for his psychologist examination after I had realized my error of informing him to get a Mexican Passport, so we had to find the Mexican Consulate and get that done too. My fiance presented me with a note from the psychologist which I felt was inappropriate. It had her fax number in case he wanted to update her with the status of our case. She also had some kind of dates written on it for him in case he wanted to go to counseling? I asked him what this was about. He stated that she asked him if he used drugs in the past, him being honest stated he did years earlier experiment but that he was not addicted or did he use anything recently. He stated also that she had insisted that he had a problem and needed counseling (that’s where this note made somewhat sense) I explained to him that because he made this statement that he would have to cooperate in anyway to clarify that he meant that he did this in adolescence and was not a user of illegal drugs of any sort. And that if they would insist on any conditions to prove his innocence he would also have to cooperate. He said he understood, I asked him if his test was incriminating him, he said no, that the physiologist just kept on drilling him and insisting he had a problem, he said he at no time agreed with her and she ended the appt. stating not to worry that she would fix it so that he would have no problem. She gave him 2 notes one with the fax number and a note and the other stating the papers would be there the 27th. We were there the next morning on the 27th of May and the paperwork was not there. It did not arrive until the next day and we were forced to stay another day. I knew I was getting short on money so I called my 2 best friends and they each went to my bank and deposited money into my account. I was uneasy with this note and I just didn't’t know what to think. I went with him the next morning, the 28th we were called and I submitted all the paperwork, then we were told to go to area B which we waited for hours, I need to get our personal bags and all from the hotel before checkout time and so I had to leave. I ended up paying for 4 more hours. I was refused re-entry to the consulate and so I had to wait. When he finally arrived back at the hotel, he informed me that he was not approved. That the officer asked him questions about his use of drugs and he said he explained to him that he did not use drugs and that he was misunderstood and the officer would not accept his explanation of what conspired at the doctor office. I feel that he was treated unfairly, and that he had been totally honest with the officer. He was told that he was banned from the US for 3 years. Needless to say when I regained my consciousness, shock and dismay set in. I had only enough money left to pay for our taxi to the border and our bus passes back to California and maybe a hot dog if we were lucky. I went into then panic for my fiance had no money left and his ticket cost more than twice as mine and the distance over 1000 miles. As I scraped him off his knees, he was mumbling about shooting himself and ending it all. I told him that this was not over that I would continue my quest to bring him home, not to give up, We called his sister and she without hesitation called a taxi and went to the city of Colima and paid for his bus pass home. I cried all the way to the Bus Central, I purchased my ticket to El Paso and then to California and I left him there to wait for his ticket and came home. This makes no sense as I had followed all the proper instructions to get permission. I have spent thousands on the wedding and the trip to and from Juarez. I feel that we had no chance of receiving permission and that my fiance was set up to fail any fair examination. I waited 6 months for approval and this is an injustice I would like to be told what bases and evidence was used to determine that my fiance was unfit to come here to the U.S. Many young people make mistakes in their life, and many take for granted the rights granted to them as natural born citizens. I for one am not one to take for granted my US citizenship. I was born here and raised to respect all people regardless of color, creed or religion. I have known him for over 5 years and always felt that he had my best interest in mind. I am 40 years old and he is also in his mid 30s. I will most possibly seek permission to marry him there in Mexico. I find it hard to believe that he, a peasant; laborer is being punished for his ignorance and lack of education. I feel that the punishment does not fit, our dreams and hopes have been crushed and have both suffered many losses. As a United States Citizen, I am discouraged, I have followed all the rules and regulations set forth and in good faith that this system would not fail me and it did. I am in a state of depression and my fiance is short of suicide. It would be irresponsible of me to just accept this decision and lose all that I have struggled and worked for. My fiance is no felon or does he have any record of any crimes. I have a copy of the doctor report signed by the doctor who tended him and gave him all his inoculations stating his perfect health and list of all shots and medications, which the officers had no interest in. It is my evidence that this charge is bogus. There is no way that my fiance poses a threat to society, it is our wish to marry here in the US and continue to live a lawful and productive life together. Many have told me that it is a waste of time to try to bring my fiance legally. That it is impossible. That it is a money racket. I argued with them in determination to show them they are wrong, I set out to turn in mountains of forms, paperwork and documents. I know that there must be a way to do this legally and if there is a way, I am determined to find it. I do not wish to live my life in poverty in Mexico, I am an educated American, I do not wish to have my husband here illegally, with no hope that he will never be able to have a good job or security as those thousands without permission who live in this manner. I work for the City as a Rec. Specialist, I help all that need help (without prejudice) filling out forms (free of charge), giving out clothes and food for the less fortunate, find jobs for the jobless, homes for homeless, referrals for the addicted. In short, I give hope to those who are hopeless. I have stayed at this job not for the money because my pay is low, I have sacrificed because of the need of this community and I feel that this is where God wants and needs me to be.
