ABOUT THE SPEAKERS

Angelo Paparelli (Discussion Leader) is a partner of Seyfarth Shaw LLP. Mr. Paparelli, with a bicoastal practice in Southern California and New York City, is known for providing creative solutions to complex and straightforward immigration law problems, especially involving mergers and acquisitions, labor certifications and the H-1B visa category. His practice areas include legislative advocacy; employer compliance audits and investigations; U.S. and foreign work visas and permanent residence for executives, managers, scientists, scholars, investors, professionals, students and visitors; immigration messaging and speech-writing; corporate policy formulation; and immigration litigation before administrative agencies and the federal courts. He is frequently quoted in leading national publications on immigration law. He is also a past President of the Alliance of Business Immigration Lawyers, a global consortium of leading immigration practitioners. Mahsa Aliaskari is senior counsel in the Immigration Department of Seyfarth Shaw LLP’s Los Angeles office. Since 2000, Ms. Aliaskari has partnered and guided companies and individuals across the U.S. and abroad in various circumstances, including:Temporary residence and employment visas for professionals, extraordinary ability workers, entertainers and athletes in the H-1B, E-3, TN, O and P visa categories, Entrepreneur and Investor visas and permanent residence in the E visa category for treaty traders and investors, as well as the L-1 visa category for intracompany executives, managers and employees and Immigrant visa sponsorships across employment based categories including for those with extraordinary abilities, multinational executives, professionals and skilled workers under the PERM labor certification program. Ms. Aliaskari’s practice also focuses on advice and counsel in the EB-5 Immigrant Investor program. She works with high net worth foreign nationals pursuing legal permanent resident status in the U.S. through both direct investment as well as investment in regional center projects. In addition, Ms. Aliaskari works with clients seeking to utilize the EB-5 Regional Center program to raise capital for projects in the U.S. Working with clients across a variety of industries, she counsels them on ensuring compliance with EB-5 regulations, the creation of new regional centers, amendments of regional center designations and partnering with existing regional centers for EB-5 capital raises.

Steve Anapoell Managing Partner and co-founder of BridgeForth Capital and its subsidiaries, is recognized as one of the top EB-5 program securities attorneys in the United States and is considered a thought leader in the industry. Prior to forming BridgeForth Capital, Mr. Anapoell was a founding shareholder of the Orange County, California office of one of the largest international law firms in the world, where he established the firm’s EB-5 Corporate and Securities practice. In this position, Mr. Anapoell served as lead corporate and securities counsel for some of the largest and highest profile real estate projects in the country. He provided securities law and deal structure advice for numerous EB-5 projects involving in excess of $1.5 billion of EB-5 program dollars. Mr. Anapoell also served as lead corporate and securities counsel in structuring the Regional Center for the City of Miami and in structuring EB-5 program implementation and deal structure for one of the world’s largest restaurant chains. Mr. Anapoell is the former Chair and Vice Chair of the State Bar of California, Partnerships and Limited Liability Companies Committee and has been selected numerous times by Los Angeles Magazine as one of Southern California’s “Super Lawyers” in the areas of Securities & Corporate Finance, Business/Corporate and Tax.?He also holds a rating of preeminent in his field by Martindale-Hubbell, one of the world’s most respected rating services of attorneys. A popular and sought after speaker on the EB-5 program, Mr. Anapoell has been a guest speaker at numerous trade conferences and lectures at private events throughout the United States, in China and the Bahamas. Mr. Anapoell is the author of Chapter 6A – Drafting a Private Placement Memorandum Under Regulation D, Financing and Protecting California Businesses, Continuing Education of the Bar –California; a co-author of Chapter 5A – Issuing Common Shares to Founders and Investors,?Financing and Protecting California Businesses, Continuing Education of the Bar –California; and a co-editor and co-author of the?Guide to Organizing and Operating a Limited Liability Company in California?(second edition), Business Law Section of the State Bar of California. Mr. Anapoell received his LLM from Georgetown University Law Center with an emphasis in Taxation, his J.D. from the University of California (Hastings College of the Law), and his B.S. in Business Administration from the University of California (Berkeley) with an emphasis in Finance.

Robert Blanco specializes in business and employment immigration cases. He prepares both immigrant and non-immigrant petitions for skilled workers, executive managers, high net worth investors, and people of extraordinary ability in the arts, sciences, and business. As a member of the firm’s EB-5 team, Mr. Blanco prepares cases for individual investors and advises U.S. businesses on how to structure investment projects under the regulations of the EB-5 program. He also represents clients before the United States Citizenship and Immigration Services (USCIS). Mr. Blanco graduated cum laude with a Bachelor of Science degree in Business Administration from the McDonough School of Business at Georgetown University. He earned his Juris Doctor degree from Loyola Law School with a concentration in Corporate Law. Mr. Blanco is admitted to practice law in the state of California.

Chad Blocker is a Partner in Fragomen’s Los Angeles office. He joined the firm in 1998 and has counseled on a broad array of immigration matters for a diverse client base including organizations in the following industries: financial services (investment banking, corporate banking, wealth management, private equity), technology, consulting, insurance and risk management, resort/hospitality, media, and energy, among others. His practice includes all aspects of corporate immigration including nonimmigrant visas, permanent residence, naturalization, Form I-9 and Labor Condition Application compliance as well as corporate restructuring matters. He also consults with individual clients on naturalization matters and family-based petitions as well as EB-5 immigration investor petitions, including Form I-526 and Form I-829 issues as well as EB-5 adjudication trends and results. From 1996 to 1998, Chad served as a Law Clerk to federal Administrative Law Judge John C. Holmes of the U.S. Department of Labor’s Board of Alien Labor Certification Appeals (BALCA) in Washington, D.C. where he assisted Judge Holmes in writing more than 50 appellate decisions. Chad is a frequent speaker on business-related immigration developments and trends at industry organizations and events. He has presented at a number of Council for Global Immigration conferences on topics ranging from the impact of 9/11 on visa processing to H-1B Labor Condition Application compliance. He has also presented at conferences held by the American Immigration Lawyers Association (AILA) and Worldwide ERC, among other prominent organizations. In addition, he was an instructor on “Immigration for Start-Ups” at General Assembly, a global educational community for entrepreneurs and start-up companies in business, technology and design.

Belma Demirovic Chinchoy has helped investors and projects that have ranged from a $180 million development in New York to a $1 million direct investment in a California vineyard-related operation. She specializes in working with individual investors and businesses to prepare and file EB-5 petitions. Belma Chinchoy’s deep familiarity with USCIS’s Requests for Evidence (RFE) provides sound and strategic counsel for her clients and enables them to prepare petitions that are approvable upon filing. In addition to preparing numerous initial EB-5 petitions for investors (I-526) and petitions to remove conditions on conditional residence (I-829), Belma has had extensive experience advising businesses on EB-5 compliance and providing guidance for establishing EB-5 regional centers. Prior to joining the Law Offices of Carl Shusterman, she was a practicing attorney in a large EB-5 firm where she and her team focused on responding to complex EB-5 RFEs.

Michael Clark is a partner in the Corporate department of Seyfarth Shaw LLP. Mr. Clark has broad experience in mergers and acquisitions and corporate and securities law matters, both domestically and internationally. He has represented public and private companies and, in particular, companies in the security, energy, technology and aerospace industries.

Catherine DeBono Holmes is Chair of JMBM's Investment Capital Law Group, and the author of the Investment Law Blog. She has practiced law at JMBM for over 30 years, focusing on investment capital and business transactions. Cathy helps clients worldwide to raise, invest and manage capital from U.S. and non-U.S. investors. She has represented more than 100 real estate developers in obtaining financing through the EB-5 immigrant investor visa program for the development of hotels, multi-family and mixed-use developments through the U.S., and has represented numerous Chinese investors in the purchase of hotels and businesses in the U.S. With extensive experience in the hospitality industry, Cathy specializes in resort and urban mixed-use financing and development, hotel management and franchise agreements, resort and hotel purchase and sale transactions, and public-private hotel development. Her finance and investment experience includes handling business formations for entrepreneurs, private securities offerings, structuring and offering of private investment funds, and business and regulatory matters for investment bankers, investment advisers, securities broker-dealers and real estate/mortgage brokers.

Lincoln Stone is a Certified Specialist in Immigration and Nationality Law as recognized by the State Bar of California Board of Legal Specialization. Lincoln also is recognized as a preeminent immigration lawyer by peer-based ratings such as Best Lawyers in America and Super Lawyers publications. Lincoln’s experience as a lawyer dates back to 1986 and includes a federal court clerkship, work as a trial attorney with the U.S. Immigration and Naturalization Service, and private practice in immigration law, business transactions and litigation. Lincoln is renowned internationally as an expert, speaker, and author in the complex area of immigration law concerning investors and entrepreneurs. His private sector clients include thousands of high net worth individual investors from all over the world, entrepreneurs and start-up enterprises, as well as U.S. businesses and venture firms that have raised more than $3 billion in some 100 different job-creating enterprises through the EB-5 immigrant investor program. He is Editor-in-Chief of three editions of the book Immigration Options for Investors and Entrepreneurs. From 2007 to 2012 Lincoln developed, chaired, and organized nine highly successful EB-5 investor visa conferences held for lawyers throughout the country. Lincoln served more than a decade, and five years as Chair, for the American Immigration Lawyers Association (AILA) EB-5 Investor Visa Committee. He received two individual President Commendations for his contributions to AILA and advancing the practice of EB-5 investor law.

Osvaldo F. Torres, Esq. is a 1987 graduate of the University of Pennsylvania Law School. For the entirety of his professional career Mr. Torres has focused on assisting clients negotiate and effect complex corporate transactions, including securities offerings (both public and private), mergers and acquisitions and other sophisticated deals. For the past six years, Mr. Torres has been immersed in EB-5 work, where his rich experience in complex legal matters has allowed him to successfully represent regional centers and projects with their corporate structuring and securities offerings matters. Mr. Torres has worked on numerous EB-5 offerings, including those involving hotel development, multi-family residential construction, senior independent living complexes, healthcare and medical device companies, restaurants and franchises. Mr. Torres frequently speaks at EB-5 conferences on securities issues and other aspects of the EB-5 practice and is a member of the EB-5 SEC Roundtable. He also serves on IIUSA's President's Advisory Council and its Compliance, Public Policy and Editorial Committees, the Steering Committee for the EB-5 Investment Coalition, is rated AV® Preeminent by Martindale-Hubbell and ranked a Top 15 EB-5 Securities Attorney by EB-5 Investors Magazine. In addition, Torres Law has been selected as a Medallion Partner by NES Financial.
