This event will be beneficial to anyone involved in EB-5. The event day will bring together experts and practitioners on all sides of the EB-5 equation. We have developed a CLE program for attorneys, focusing on issues confronted when representing individual investors and panels. It will feature both experienced attorneys and regional center executives. After each panel, guests will have the opportunity to discuss EB-5 issues among themselves and with speakers.

Jose Latour (Discussion Leader) immediately upon graduating law school, was appointed to the U.S. Foreign Service by the late President Ronald Reagan. He served as a US Diplomat and Consular Officer in Mexico and Equatorial Guinea, West Africa. He began private law practice in the US in 1990, initially in the area of international real estate law, concentrating on land registration and title issues in Central America and the Caribbean. Subsequently, his focus became business US immigration law, international trade, and consular law. The firm's Florida law business rapidly expanded, resulting in the opening branch offices in Washington, D.C., Manila, Philippines, and Hong Kong. In 2003, Attorney Jose Latour sold his US immigration practice to his business partner. Mr. Latour, who received the highest possible A/V peer rating by Martindale-Hubble shortly after beginning private practice (and which he has continuously preserved), has long embraced technology in developing new ways to assist his national and international clients; he pioneered the concept of Internet-based delivery of legal services in the 1990s, providing direct client case management online. His daily Web column, Port of Entry, had over 30,000 daily readers in its prime. Mr. Latour has received a number of awards and distinctions for his innovative Web-based approach to law from organizations including Inc. Magazine, Florida Trend Magazine, and Cisco Systems.
David Appel is a senior partner in Marcum’s Tax & Business Services division. With more than 30 years of multidisciplinary experience in domestic and international taxation working with family businesses in a variety of industries, has addressed complex issues with family business in estate, succession and retirement planning, including preserving family businesses and wealth transfer to future generations. He leads Florida’s tax consulting operations and serves on the board of directors of Marcum LLP and Florida’s operations committee.
Scott W. Barnhart is an Associate Professor of Finance at Florida Atlantic University and President, Barnhart Economic Services, LLC. Dr. Barnhart received his M.S. in economics from Florida State University and Ph.D. in economics/econometrics from Texas A&M University. Professor Barnhart is also the Program Director of the Certified Financial Planner™ Certificate Program at Florida Atlantic University. Prior to moving to Florida, Dr. Barnhart held the position of Associate Professor and Breazeale Scholar of Financial Planning at Clemson University, where he spent 10 years. Dr. Barnhart has consulted on legal cases ranging from stock valuation and ownership disputes to violations of the Fair Labor Standards Act, to personal injury and wrongful birth and death. He has also applied Input-Output models (RIMS II and IMPLAN Pro) to estimate job creation impacts for over two dozen regional center submissions to USCIS in the EB-5 program. Dr. Barnhart teaches Corporate Finance, Financial Institutions and Investments. His research interests are in the areas of mutual funds, futures markets, corporate governance, exchange rates and the application of econometrics in testing financial theories. His research has been published in the Journal of Financial and Quantitative Analysis, the Review of Economics and Statistics, the Journal of Empirical Finance, the Journal of Banking and Finance, Financial Review, the Journal of International Money and Finance, the Journal of Futures Markets, and other finance and economics journals.
Edward Beshara is a third generation Australian and third generation U.S. Citizen. Mr. Beshara received a Juris Doctor Degree from the University of Florida Law School in 1981. He received a Bachelor of Jurisprudence and Bachelor of Laws Degree from Monash University Law School (Australia) in 1977. He pursued a Masters of Law Degree in International Law. He was admitted to practice in the State of Victoria, Australia, in 1977, and in the State of Florida (USA) since 1983. He was Assistant Professor at Monash University (Australia) and tutored in Corporate and Business Law. He was admitted to practice as a Barrister and Solicitor in the State of Victoria.
Boyd F. Campbell has practiced immigration and nationality law in Montgomery, Alabama, since 1988. He is an active member of the American Immigration Lawyers Association (AILA), served on AILA's EB-5 Investors Committee, and has served as an AILA mentor for many years. He represents regional centers and is vice president and general counsel of America's Center for Foreign Investment, the largest regional center in the nation. He is included in The Best Lawyers in America in the field of immigration law and his law firm is listed in Best Lawyers / U.S. News & World Report Best Law Firms. Michael Harris is an immigration attorney in Miami, FL.
Estelle McKee is an expert on investor visas and specializes in Regional Center applicatio ns. She analyzes and obtains Targeted Employment Area designations, and has worked with economists, business plan writers, corporate attorneys and market analysts to structure regional centers and their projects across the United States. Altogether, these Regional Centers have brought in about $50 million in EB-5 capital. Estelle also attends and participates in EB-5 Stakeholder calls and EB-5 investor conferences. She will work closely with clients to achieve their goals. Estelle has practiced immigration law since 2000. Before then, she was a pro se Law Clerk for the U.S. Court of Appeals for the Second Circuit where she specialized in immigration appeals, and an Associate Clinical Professor at Cornell Law School, where she taught Lawyering and co-founded Cornell’s Asylum and Convention Against Torture Appellate Clinic. She has also taught legal writing at the University of Wisconsin Law School and in workshops for the American Immigration Lawyers Association Annual Conference, the Cook County Appellate Defenders Office, and Amnesty International USA’s Refugee Program Training Weekend. She has published articles in Bender’s Immigration Bulletin, and has contributed to the book Professionals: A Matter of Degree by Martin J. Lawler and Margaret Stock, and the legal treatise Immigration Law & Procedure. She also co-authored a chapter with Martin in the book Immigration Options for Investors & Entrepreneurs. She has been an Associate Attorney with Lawler & Lawler since 2008. Estelle received her Bachelor’s Degree from Oberlin College and her J.D. from Columbia School of Law in New York. She is a member of the American Immigration Lawyers Association and the California and North Carolina bars.
Clifford Morris is founder and CEO of Mirzam Investor Green Card Regional Center. As a serial entrepreneur, Mr. Morris has founded and served as CEO of Mirzam Holdings, Inc. and Sirius Financial Navigation. He holds a degree in the hospitality field. He works comfortably in completely transparent and highly regulated environments. Based in Jupiter, Florida, Mirzam received USCIS designation as an approved regional center in 2010. The group's primary current project involves sustainable aquaculture and Mirzam has gained experience marketing this project in many countries and to a wide range of investor communities.
