WHO SHOULD ATTENDThis event will be beneficial to anyone involved in EB-5. The event day will bring together experts and practitioners on all sides of the EB-5 equation. In the morning, we have developed a CLE program for lawyers. It will focus on issues confronting when representing individual investors and panels will feature both experienced attorneys and regional center executives. The afternoon program is aimed at regional center executives, their attorneys, and others associated with the regional center. It will feature discussions on the regional center business as well as important immigration and securities law issues that all centers will confront. After each panel, guests will have the opportunity to discuss EB-5 issues among themselves and with speakers. An extended lunch and post-event reception guarantee ample time for networking. ABOUT THE SPEAKERS:Charles C. Foster is Co-Chairman of FosterQuan, LLP, one of the largest global immigration law firms. He is also the honorary Consul General of the Kingdom of Thailand. A native of Galveston, Texas, Mr. Foster received his Bachelors Degree from the University of Texas and his Juris Doctorate from the University of Texas School of Law. Mr. Foster serves as the founding Chairman of the State Bar of Texas Immigration and Nationality Law Section and a Board member and is past national President of the American Immigration Lawyers Association, Chairman of the American Bar Association Coordinating Committee on Immigration law and Vice Chairman of the Houston Bar Foundation. During the 2000 Presidential Campaign, Mr. Foster served as the principal advisor to President Bush on U.S. immigration policy and was an advisor on immigration policy issues to President Bush in the 2004 campaign and President Barack Obama in the 2008 campaign. He is Chairman of Americans for Immigration Reform, a 501(c)(3) affiliate of the Greater Houston Partnership and the GHP's Immigration Task Force. He is Chairman of the Asia Society-Texas Center and past Chairman of the Houston International Festival and past President of the Houston Forum and the Houston Club. He is a Director of and serves on the Executive Committee of the Greater Houston Partnership and past Chairman of its Economic Development and World Trade Divisions. He is a recipient of 4 Royal decorations from His Majesty the King of Thailand; he received the 2000 Distinguished Friends of China Award; the 1996 International Service Award of the Houston Junior Chamber of Commerce; was the 1998 Honoree of the American Immigration Law Foundation for Excellence in the Practice of Immigration Law; and the recipient of the 2007 American Jewish Committee Institute of Human Relations Award. He was designated a "Texas Super Lawyer" by Texas Monthly magazine, the "Top Notch Lawyer in Immigration" in the Texas Lawyer "Go To Lawyers Guide" each year published, and the #1 Ranked Immigration Lawyer in Texas by Chambers USA. Elsie Hui Arias is a partner of Stone and Grzegorek LLP. She is certified as a specialist in immigration and nationality law by the State Bar of California Board of Legal Specialization.Ms. Arias has extensive experience with employment- and investment-based immigration, including labor certifications, nonimmigrant visas, and permanent residence options for entrepreneurs, professionals, academics, health care providers, and religious workers. She also has substantial experience representing clients before U.S. Citizenship and Immigration Services (USCIS) in diverse matters, including family-based adjustment of status, citizenship and naturalization, and waivers for grounds of inadmissibility. She has successfully represented individuals in deportation/removal proceedings before the Immigration Court, Board of Immigration Appeals, and the Ninth Circuit Court of Appeals. Ms. Arias earned her Bachelor of Arts degree in English literature from the University of California at Berkeley and her Juris Doctor degree from the University of California at Davis School of Law. A member of the California State Bar since November 2000, Ms. Arias is admitted to practice before the U.S. District Court for the Central District of California, and the U. S. Court of Appeals for the Fifth and Ninth Circuits. Ignacio Donoso is a Senior Attorney with FosterQuan, LLP. Mr. Donoso works primarily from the Washington, D.C. office of FosterQuan, LLP. Mr. Donoso is a graduate of McGill University, where he completed an LL.B. degree as well as a Bachelor of Civil Law and a Bachelor of Arts (with Distinction). He also completed an LL.M. degree from the George Washington University. Mr. Donoso is Board Certified in Immigration and Nationality Law by the State Bar of California. Mr. Donoso's practice focuses on advising foreign investors. He has developed particular expertise in EB-5. He has advised individual investors obtain EB-5 visas through Regional Centers and through investments in their own companies. He has also advised developers in successful applications for designation of EB-5 Regional Centers, and serves as lead immigration counsel to established Regional Centers and their investors in processing I-526 and I-829 visa petitions. Mr. Donoso has published numerous articles and is a frequent speaker on immigration law issues affecting investors. Mr. Donoso is fluent in Spanish and French. Michael Gibson is the Managing Director of USAdvisors and is a Registered Investment Advisor (CRD # 157403). His previous work experience was with Citicorp where he worked in the Capital Markets and Investment Banking divisions as a broker-dealer, securities, foreign exchange, derivatives, money market, credit and debt analyst and portfolio risk manager. His duties involved overseeing Citi's financial operations, structuring financial instruments and hedging bank and client risk and investments in emerging markets in Latin America, Africa and the Middle East. In 2007 he established USAdvisors.org as an organization to assist foreign nationals with their EB-5 investment decisions, has completed the Series 7 and 65 exams, is a member of the Financial Industry Regulatory Authority and holds a degree in Economics from Virginia Tech. Aaron Goforth, before becoming President / Managing Director of Wright Johnson, a leading firm in preparing regional center application documentation business plans and economic analyses for the EB-5 program, spent 11 successful years at Merck and Co Inc.. During his experience at Merck Aaron had various roles of responsibility including Manager of Strategic planning and Customer Marketing eventually becoming one of the leaders of their US Commercial Operations with the responsibility for Merck's US primary care portfolio. Aaron, is an expert in developing and implementing project analysis. With background degrees in business and economics, Aaron is the lead of the input/output analysis division of Wright Johnson. Proficient in Both RIMS II and IMPLAN, Aaron has supervised the successful completion of over 100 eb5 related economic analysis. Jennifer Hermansky, an Associate at Klasko, Stock, and Rulon, focuses her practice on both employment-based and family-based immigration. Jen has experience in a wide range of employment-based immigration matters and also assists clients with family based immigration matters. Jen manages immigration-related litigation, including administrative appeals before the USCIS Administrative Appeals Office, the Board of Alien Labor Certification Appeals, and the Board of Immigration Appeals, removal defense before EOIR, and review of immigration decisions in the U.S. District Courts and the U.S. Circuit Courts of Appeals. A member of the EB-5 immigrant investor team, Jen also has prepared and filed numerous successful I-526 petitions, both through regional center investments and individual investment opportunities, along with filing corresponding I-829 petitions to remove the conditions on permanent resident status. She also works with developers on options available for funding new projects that might qualify for EB-5 investments, either based on individual EB-5 petitions or through new or existing regional centers. Jen also has prepared template I-526 and I-829 petitions for regional centers that were distributed to investors and their attorneys for filing with USCIS. She has advised regional centers on record keeping for USCIS reporting requirements, record keeping for I-526 and I-829 petitions and job creation, and general regional center organizational, management, staffing and budgetary issues. Michael Homeier practices in the area of general business, corporate, transactional, and business financing law. With 29 years' experience in the corporate and business transactional fields, both as in-house corporate counsel and with private law firms, Michael brings a deep level of legal knowledge and expertise to the EB-5 industry. He represents a number of regional centers in the EB-5 program and assists them with the structuring of their projects as well as the negotiation and drafting of business and securities documents relevant to the EB-5 program, such as investor questionnaires, operating agreements, limited liability agreements, loan agreements, subscription agreements, private placement memoranda (PPMs), and escrow agreements, plus transactional and corporate documents In addition to numerous engagements as a university law professor, Michael also actively participates in public speaking engagements, both in the EB-5, business financing, and business law arenas, and as an inspirational speaker to teenaged and young adult cancer survivors (as one himself) on finding post-treatment life success. Michael received his J.D. from the University of Southern California, and his B.A. from the University of California, Los Angeles. He is a member of the State Bar of California, the American Immigration Lawyers Association, and IIUSA (the Association to Invest in the USA, the EB-5 industry trade organization). Mark Ivener has exclusively practiced immigration law for more than 35 years. He has lectured on U.S. immigration law for organizations such as the World Trade Institute, the International Bar Association, and the American Immigration Lawyers Association. His books include Handbook of Immigration Law, Volumes I and II; Doing Business in the USA Under Free Trade; Get the Right Visa; A Complete Guide to Getting An American Visa (in Japanese); and Have You Thought About Immigrating to the US.? (in Spanish). In addition, he has authored many articles for such publications as the International Law Journal, the Canadian-American Bar Association Newsletter and Business and the Law. A leader in his field, Mark Ivener is a founder of the National Consortium of Immigration Law Firms (IMMLAW) and the Alliance of Business Immigration Lawyers (ABIL). He is listed in the Martindale-Hubbell Bar Register of Preeminent Lawyers (Immigration and Naturalization), the International Who’s Who of Corporate Immigration Lawyers and Chambers Global and U.S.A. Also, Mark Ivener was the only immigration attorney named in the Top 100 Wealth Advisers and Managers in the Americas by Citywealth Magazine. Al Rattan is president and co-founder of USA Continental Regional Center (USA Continental) and Continental East Development Inc. He has more than 20 years of executive management and real estate development. Valuation of Mr. Rattan's portfolio of engineering, construction and development projects exceeds $250 million.
